Abstract
Education is right base every citizens without guaranteed discrimination in Constitution 1945 basis article 31 paragraphs 1 and 2. Paragraph one sounds; every citizens have the right get a proper education. Verse two every citizens are required to following basic education and government must finance it. This means every Indonesian citizens without except must receive a decent education. The Indonesian population of 286,693,693 people is required to get a decent education. However, in reality, it is still Lots group people in Indonesia who have not get access equal and quality education, especially children in need special, society customs, as well as those who live in the area isolated and left behind. Therefore, the implementation education inclusive become step strategic for realize justice Study for all over layer community. Inclusive education is an approach that emphasizes acceptance and appreciation to diversity, as well as give equal opportunity to all participant educate For learn and grow in accordance with potential they each.
